Can I Install Slabs, Decking etc over my EPDM?

Yes. Both slabs and decking can be installed over the membrane, however adequate reinforcements will be required. 

Geo-textile underlay can be laid over the membrane as a form of protection prior to installing decking.

For slabs or Tiles a layer of screed should be laid out over the membrane beforehand.
